    Medicaid reform has been at the top of many policymakers’ agendas in 2025. As Congress sought savings to fund President Trump’s tax priorities, Medicaid became a prime target. On July 3, 2025, the One Big Beautiful Bill Act (OBBBA) was signed into law and includes Medicaid provisions expected to reduce federal spending on the program and ultimately lead to beneficiaries losing coverage. While the bill could send shockwaves through the healthcare system, a few moving pieces could still impact its implementation.
