QRURs: Your Group’s Value-Based Payment Modifier Report Card

Medicare Quality and Resource Use Reports (QRURs) in a nutshell

To help group practices understand their cost and quality assessments under the Value-Based Payment Modifier (VBPM) and how the group performed relative to its peers, the Centers for Medicare & Medicaid Services (CMS) releases two types of QRUR feedback reports annually: the Mid-Year QRUR and Annual QRUR. Mid-Year QRURs provide a progress report that previews how group practices will fare under future VBPM analysis, but are informational only, while annual QRURs display a group’s full quality and cost metrics and whether the group will receive a VBPM incentive or penalty, and if so how much.

How do I access my reports?

To access these reports, authorized individuals must use their Enterprise Identity Management (EIDM) account to log into the CMS Enterprise Portal. 2015 Mid-Year Quality and Resource Use Report (available April 2016)

Calendar year 2015 cost and quality data will be used to determine whether a group practice’s 2017 Medicare payments will be increased, decreased, or remain unchanged as a result of the VBPM. In April 2016, CMS released the 2015 Mid-Year QRURs, which display data collected between July 1, 2014 and June 30, 2015. Specifically, the 2015 Mid-Year QRUR provides interim information about a group’s performance on six cost measures and three claims-based outcome measures that comprise a subset of the measures that will be used to calculate the 2017 VBPM. These reports, however, do not contain performance information on PQRS quality measures, which are an important component of a group’s VBPM quality score.  

2015 Annual Quality and Resource Use Report (available Sept. 2016)

The 2015 Annual QRURs were released on Sept. 26, 2016 and show the group practice tax identification number’s actual performance on all of the quality and cost measures that will be used to calculate the 2017 VBPM.
