Anders M. Gilberg, MGA
Senior Vice President, Government Affairs
Anders Gilberg is Senior Vice President, Government Affairs for the Medical Group Management Association (MGMA). In leading MGMA’s advocacy efforts, he works tirelessly to create positive change for physician practices and assist MGMA’s members in meeting the challenges posed by today’s rapidly evolving healthcare environment. Anders serves on MGMA’s executive leadership team and manages the Association’s office in Washington DC. With over twenty years of government and health policy experience, Anders is well known for his detailed understanding of federal health policy and its impact on physician group practices. Key to his success is his ability to translate complex legal and regulatory issues into a practical real world framework to find solutions to healthcare’s most challenging problems.
Before rejoining MGMA in 2007, Anders served five years as Assistant Director of Federal Affairs for the American Medical Association (AMA). At the AMA he was responsible for representing the nation’s largest physician organization before the Administration and Congress on a wide range of policy issues. Prior to the AMA, Anders held several positions with MGMA Government Affairs and served on the professional staff of the Pennsylvania General Assembly as an analyst on its House Aging and Youth Committee.
Anders holds a bachelor's degree in political science from Pennsylvania State University, University Park, PA, and a master's degree in government administration from the Fels Center for Government at the University of Pennsylvania, Philadelphia, Pa.
Robert M. Tennant, MA
Senior Policy Advisor, Government Affairs
Robert focuses on federal legislative and regulatory health information technology issues, including the Health Insurance Portability and Accountability Act (HIPAA), electronic health records, electronic prescribing and ICD-10. He participates in numerous industry efforts, including:

Robert began his work with MGMA in June 1997. He received his undergraduate degree from Carleton University and his master's degree from the University of Western Ontario, Canada. Robert also attended the University of Maryland, College Park for Doctoral studies. Robert has also received the WEDI Distinguished Service Award and Leadership in Technology award
Allison Brennan, MPP
Senior Advocacy Advisor
Allison works on federal legislative and regulatory issues such as the Affordable Care Act, Medicare enrollment, Medicare Advantage and Physician Compare. Additionally, Allison coordinates advocacy activities with the MGMA assemblies and societies and state MGMAs. She joined the association in 2009 and served as a government affairs representative for two years before moving into her current position.
Prior to joining MGMA, Allison worked as a program manager at the Brookings Institution from 2005 to 2009. In this position, she designed and managed educational seminars focused on the policy process and federal leadership development. From 2003 to 2005 Allison worked at the National Patient Advocate Foundation (NPAF). At NPAF she lobbied state governments on behalf of patients, managed grassroots efforts and researched health policy.
Allison has a bachelor’s degree in government and economics from the College of William and Mary in Williamsburg, VA and holds a master’s degree in public policy from Georgetown University, with a focus on health policy.
| Jeb Shepard
Senior Government Affairs Representative
Jeb answers member questions about technical details of federal legislative and regulatory issues, coordinates grassroots efforts by MGMA members, and speaks before MGMA state and national meetings.
Prior to joining MGMA, Jeb worked as a Legislative Associate at a leading state and local government affairs firm where he tracked and analyzed healthcare, immigration and labor legislation for corporate, trade association and non-profit clients in thirteen states. From 2007-2009, Jeb was a Legislative Assistant to a Representative in the Washington State House of Representatives, where he worked on a wide array of policy issues.
Jeb holds a bachelor’s degree in Political Science from the University of Washington in Seattle. Jeb started at MGMA in late 2011.
Jennifer McLaughlin, JD
Government Affairs Representative
Jennifer answers member questions about technical details of federal legislative and regulatory issues, coordinates grassroots efforts by MGMA members, and speaks before MGMA state and national meetings.
Prior to joining MGMA, Jennifer interned with the U.S. Department of Health and Human Services Departmental Appeals Board, where she analyzed appeals for Medicare coverage. She also gained experience drafting health care agreements and researching relevant legislation and regulations as a legal intern at Inova Health System in northern Virginia.
Jennifer earned her law degree from George Mason University School of Law and her bachelor’s degree in psychology and English writing from the University of Pittsburgh. Jennifer started at MGMA in June 2013.
Jennifer Pollack, JD
Government Affairs Representative
Jennifer’s duties include monitoring federal legislative and regulatory issues including fraud and abuse, compliance, and recovery audit contractors. She also represents MGMA in Washington and maintains relationships with various Congressional offices, executive agencies and coalition groups.
Before MGMA, Jennifer worked as a Healthcare Legislative Assistant for a U.S. Congressman from Arizona where she was responsible for tracking healthcare policy changes. Prior to that, she served as an associate attorney at a law firm where she researched and advised on regulations relating to the Affordable Care Act.
Jennifer earned her law degree from The Catholic University of America, Columbus School of Law and her bachelor’s degree in psychology from The George Washington University. She started at MGMA in July 2014.
| Sara Brown, MPA
Government Affairs Representative
Sara's portfolio of federal legislative and regulatory issues include quality reporting programs and the value-based payment modifier, as well as Accountable Care Organizations and other innovative Medicare payment models.
Prior to joining MGMA, Sara advised hospital and large group practice executives on strategies to improve their patients’ experiences of care as reflected by their CAHPS scores. From 2007-2013, Sara served as a legislative aide for two U.S. Senators in both their state and Capitol Hill offices where she worked on a wide array of issues including Medicare, Social Security and labor.
Sara earned her Master’s in Public Administration from Walden University and holds a Bachelor of Arts in English and Political Science from the University of Nebraska-Kearney. She started at MGMA in August 2014.
| Natalie Jamieson
Government Affairs Policy Analyst
Natalie analyzes the impact of federal legislative and regulatory issues on physician group practices, and develops educational materials, tools, and resources to assist MGMA members with implementation in their practices. Natalie joined MGMA in March 2011.
Prior to joining the association, Natalie worked for a Pennsylvania Senior U.S. Senator in both their district and Capitol Hill offices, where she worked on a wide array of policy issues. She holds a bachelors degree in Political Science from Elizabethtown College, Elizabethtown, PA.
| Suzanne Falk
Government Affairs Specialist
Suzanne is responsible for compiling and distributing the weekly Washington Connection e-newsletter, developing interactive online member tools and maintaining website content for the Government Affairs department. She additionally provides research and editing support for departmental materials.
Prior to joining MGMA, Suzanne interned for a senior U.S. Congressman from Maryland in both his district and Capitol Hill offices. Suzanne graduated with honors from the University of Maryland with a degree in Government and Politics and is currently working towards her Masters in Public Policy at Georgetown University. She has been with MGMA since July 2012.
Government Affairs Administrative Assistant
Gina connects members with Government Affairs staff. She provides support and takes on special projects on an ad hoc basis to ensure the Washington office runs smoothly.
Before joining MGMA, Gina interned at Families USA where she was responsible for outreach and communication. She also interned with Banner Health Group where she worked on a medical staffing model that aimed to promote value-based care. Gina holds a Bachelor's degree in Healthcare Administration from Grand Canyon University in Phoenix, AZ.
